The scientist from AlmaU discussed in House of Lords

On 27th of January 2016, in House of Lords (High Chamber of Parliament of Great Britain) the meeting of scholars of Newton fund and the British Council with lords and baronesses, political and scientific figures of the United Kingdom, in particular with members of "The Science and Technology Committee" took place. Kazakhstan was represented by two delegates from the two leading universities of the country – Professor of Nazarbayev University Zhumabai Bakenov and PhD of Almaty Management University (former IAB) Daniyar Sapargaliyev.

Doctoral candidates, post-doctoral candidates, professors from Egypt, Kazakhstan, China, Colombia and Turkey that conduct their researches at the universities of Great Britain were invited to the meeting.

The event "Science and Policy Making" was opened by welcome speech of Lord HUNT of Chesterton, further Claire McNulty addressed to audience (Director of Science, British Council). Lord HUNT told a story how in the 60s of the 20th century, being a young post-doctoral student, he was invited by the Fulbright Program in Washington. It was important scientific internship in his scientific career. Now he is glad to welcome post-doctoral candidates from the different countries in London, because he hopes it will help them with development of scientific communications in Great Britain. Claire McNulty told that the British Council in association with the Fund of Newton support and help scientists in 15 countries of the world.

Parliamentarians of various parties of Great Britain and participants of the event had an informal discussion and exchange of opinions during the business lunch. Grant holder of Newton-Al Farabi Partnership Program doctor Daniyar Sapargaliyev (AlmaU) during discussion noticed that the modern science of Kazakhstan needs development of the bilateral relations with scientists of Great Britain and participation in the Newton-Al Farabi program considerably will help to strengthen scientific relations.

Doctor Daniyar Sapargaliyev from October 2015 to October 2017 working on the scientific project in University of Wolverhampton under the leadership of the famous British scientist Professor John Traxler.

Presentations were made by:

Professor of Imperial College London - Robin GRIMES (Foreign & Commonwealth Office (FCO) Chief Scientific Adviser) and Doctor Chris TYLER (Director of the Parliamentary Office of Science and Technology) on theme «Science Policy Making in Government». They told how work of Committee of Parliament on science is organized, and how the budget on development of scientific developments and innovations in Great Britain is created.

Lord PATEL (Narendra Babubhai Patel) presented the second presentation on theme «Controversial Issues in Science». He told about the breakthrough directions of science of Great Britain in medicine, biology and genetics. Further Lord Rees of Ludlow (the President of the London Royal Society 2005-2010) told about the leading world role of the British scientists in astronomy, physics and information technologies. Lord Hennessy (Fellow of the British Academy) and Baroness Manningham-Buller (Director General of the Security Service (MI5) in 2002-2007) who drew the audience's attention to the growing scientific cooperation and the role of British scientists with researchers around the world finished the session. 

Lord Tyle came out with final presentation on theme "The work of the Lords and the Commons". He told about working relations of House of Lords and House of Commons in the British Parliament. About history of Parliament of the country and its traditions and innovations.

After the end of formal meeting, participants of the event attended meetings of House of Lords and the House of Commons, examined the structure of House of Parliament and visited the museum and gallery.
