Alikhan Baimenov: "Management in a public sector is a weak link"
On 28th of January 2016, in Almaty Management University the regular meeting of the Kazakhstan Foundation for Management Development took place (Kazakhstan Foundation for Management Development, KFMD).
The session was participated by co-chairmen of the organization:
- Alikhan Baimenov, the chairman of Managing committee of the Regional hub of the UN in the sphere of public service
- Serik Omirbayev, director of the department of the higher postgraduate education and international cooperation of the Ministry of Education and Science of Republic of Kazakhstan,
- Assylbek Kozhakhmetov, the president of Almaty Management University
- Deputy of Council Kshyshtof Rybinski, the rector of NEU of T. Ryskulov,
- Members of council – representatives of the Kazakhstan higher educational institutions, NGOs and state bodies.
The task of recently created fund is strengthening of integration of education, science and business, development of business schools, entrepreneurial education, and researches on management and business development.
Alikhan Baimenov congratulated participants on official state registration of Fund, which took place on December 22, 2015.
According to the official, management development is most actual in a public sector now, which influences all other spheres of life of the society. "Management in a public sector - a weak link of the Kazakhstan state administration, - said A. Baymenov, - just yesterday I participated in the Forum for civil servants, and this problem was discussed. Actually, in this sphere (Public administration) everyone works as he can. Nobody teaches management to officials professionally, which generates problems for hundreds of thousands of people across the country. It is a big problem".
The hot discussion of participants was caused by the question of future organizational structure of Fund, and a field of activity of committees. President of AlmaU Assylbek Kozhahmetov noted in this regard that the proposals for consolidation and expansion of the organization is rational. As a result, it was proposed to create 8 committees:
- the quality of business education and accreditation
- the development of international partnerships
- on business - consulting and development of certification systems management
- internationalization of business education
- to promote project management in the Republic of Kazakhstan
- Development of corporate governance in higher education institutions
- For the development of innovation and technology management
- Development of network of regions, corporate, public (quasi-public) sector.
